Budget is a tricky word with several meanings. The U.S. government's idea of a budget is several trillion dollars. For most of us, budget means getting the most for the least expense. This could manifest itself as horsepower, aesthetics, acoustics, or whatever makes hot rodding fun. Budget isn't, however, building a complete car in six months that runs 10s and has a top speed of 220 mph.

Performance is a another ambiguous word. It could mean picking up a tenth in the quarter-mile or applying flames to your Chevy so it just looks hot. Ultimately, it's up to you to decide what the words budget and performance mean and then apply those ideas to your Chevy.
